When adding together all the furniture and quoins, you will find that the maximum printing size on a platen press is about 3-4" less than the chase dimensions (with some leeway here and there, depending on the press quality and your skill with makeready). The Super-320 letterpress machine was developed in 2005. The dimensions listed in a press size (like the 8圆 you mention) is the size of the chase, which holds the form (the design).
You will not find a tabletop platen press that will print standard 8.5x11 paper.
Platen presses are the ones that open and close like clamshells, while proof presses are the flatbed style ones. If large printing size is very important, you should look for a proof press, not a platen press.
